Under Development/Under Construction

"Under construction" is a misleading idea. If I do this right, the web pages I construct will be "living documents" that will always be "under construction". Of course, new web pages must, as they make the transition from a broad outline to a detailed hyper-exposition, be constructed. Where, then, I indicate that a page is "under construction" or "under development", it, and the material it points to, can be regarded as being SERIOUSLY under construction.
